Overview CEEFC is seeking a Director, Portfolio Management & Special Loans to join its nimble team of highly experienced professionals. This role is responsible for providing ongoing oversight of CEEFC’s credit facilities throughout their lifecycle, with a focus on covenant compliance, borrower performance, and the early identification and escalation of credit risks in accordance with established policies and governance frameworks. The Director, Portfolio Management & Special Loans will work closely with internal deal teams, relationship managers, and senior stakeholders to support sound credit risk management and safeguard the organization’s financial exposure. The selected candidate will ideally be based in Toronto or Ottawa, where CDEV offices currently offer a hybrid work option; however, highly qualified and suitably experienced candidates located elsewhere in Canada may also be considered. Key Responsibilities Monitor and support LETL facility applications, working closely with the CFO, project sponsors, and the CEO. Coordinate and oversee financial analysis, due diligence, and credit assessments for new transactions and amendments, including the management of financial and legal advisors. Maintain end-to-end lifecycle oversight of approved credit facilities, including monitoring borrower performance, covenant compliance, reporting obligations, and emerging credit risks. Conduct structured credit risk and borrower performance assessments, identifying early warning indicators and escalating material issues in accordance with governance and policy frameworks. Prepare, review, and present high-quality reports, briefings, and recommendations for senior management, internal committees, and the Board of Directors. Ensure timely, accurate documentation, risk assessments, compliance activities, and maintenance of internal transactions and monitoring files. Oversee and, where required, perform financial modeling, sector research, and market analysis in support of monitoring and ongoing portfolio oversight. Collaborate closely with deal teams, relationship managers, and credit committees to support informed decision-making across the transaction and monitor lifecycle. Represent CEEFC in meetings with borrowers, advisors, Government of Canada stakeholders, and other external parties. Provide project leadership across multiple concurrent files, ensuring effective coordination, issue resolution, and delivery. Work closely with your Associate and Analyst team, as a coach and mentor and supporting their development, as part of your overall people manager responsibilities. Build and maintain professional networks supportive of CEEFC’s mandate. Key Skills and Attributes Bachelor’s degree in a relevant field, with a minimum of teneight years of progressive finance experience across transactions, debt financing, project finance, capital projects, valuation, or investment appraisal. Strong credit risk expertise, including credit analysis, covenant structures, liquidity assessment, portfolio monitoring, and escalation processes, with at least three to five years of direct credit experience. Solid understanding of debt capital markets, commercial or corporate lending, and risk management practices; experience with distressed or restructuring situations is an asset. Demonstrated ability to build, review, and interpret complex, integrated financial models. Advanced proficiency in Excel, PowerPoint, Word, and Bloomberg or FactSet; experience with Power BI, VBA, or other digital tools is an asset. Ability to prepare clear, professional materials for senior management and Board-level audiences with minimal supervision. Strong judgment, analytical thinking, and attention to detail, with the ability to identify emerging risks and recommend appropriate actions. Effective communication and stakeholder engagement skills, including the ability to work with senior Government of Canada officials, borrowers, and external advisors. Proven leadership and people development capability, including coaching and mentoring team members. Highly organized, adaptable, and able to manage competing priorities across execution and credit oversight responsibilities. Team-oriented, flexible, and comfortable operating across a diverse range of industries and files. Proficiency in both official languages is an asset.
