Vice President, FinanceThe Organization The First Nations Capital and Infrastructure Agency of Saskatchewan (FNCIAS) is a First Nations‑led, non‑profit agency dedicated to taking a transfer of a federal program and transforming housing and infrastructure outcomes for First Nations located in Saskatchewan. Working together with Nations and partners, FNCIAS is building new systems, governance structures, and sustainable service delivery models that are led by First Nations for First Nations.The first FNCIAS member signed on in November 2020. This executive serves as a trusted advisor to the CEO, Board, and member Nations, providing strategic leadership and financial stewardship in support of the organization’s business plan, long‑term strategy, and community‑centred mission.The Vice President, Finance will build and lead FNCIAS’s finance function, establishing robust financial systems, forecasting, risk, and reporting frameworks that support sustainable growth. The role is responsible for developing and implementing strategies, policies, and practices related to budgeting, capital finance and planning, contract management, major capital projects, enterprise risk management, and value‑added financial services, while driving continuous improvement across finance, accounting, payroll, capital, and risk portfolios.This role oversees, leads, plans, directs, controls, and evaluates the finance, accounting, and payroll functions, with direct responsibility for supervising staff and any external consultants supporting the portfolio. Clear communication, political acuity, and strong relationship‑building skills are essential to effectively translate financial information, support decision‑making, and advance FNCIAS’s vision, values, and operational objectives.Key ResponsibilitiesLead the formulation and approval process for multi‑year financial plans and the annual budget to ensure that sufficient resources are allocated for successful program delivery.Prepare and present financial, budget, and other reports, including, but not limited to, the Board of Directors and other Board Committees, as directed by the CEO.Ensure credibility of the organization by providing timely and accurate analysis of budgets, financial trends, and forecasts. Plan and manage the organization’s cash flow.Provide advice and risk analysis on the financial implications of FNCIAS activities and decisions.Represent FNCIAS at governance tables relevant to areas of responsibility (Accounting, Finance, and Payroll), or others as directed by the CEO. Provide operational leadership, objective setting, effective communication, project management, and staff supervision to assigned program areas, including, but not limited to, Finance, Payroll, Capital Planning, and Risk.Regularly assess alignment between outcomes of operational plans and the contribution of operational plans to FNCIAS’s strategic goals within the assigned portfolio.Support the development of FNCIAS’s strategy and contribute to setting short, medium, and long‑term direction of the organization.Interface with external auditors and management to research and resolve any existing issues.Provide for the protection of FNCIAS assets in accordance with generally accepted principles and practices.Ensure that effective internal controls are in place and ensure compliance with GAAP and applicable federal, provincial, and local regulatory laws and rules for financial and tax reporting.Operationalize the organization’s strategy within assigned program areas and evaluate progress using key metrics.Evaluate results, identify areas of risk, and develop, implement, and evaluate strategies to mitigate risk.Establish and maintain effective external relationships or partnerships that enable and advance FNCIAS’s strategic goals based on strong partner relationships, broad stakeholder engagement, and communication.Regularly assess the effectiveness and appropriateness of the organization’s policies and procedures, and develop, consult, and manage approvals for new or amended policies as required.Continually work to improve activities within the assigned portfolio to ensure the activities contribute to achieving FNCIAS’s strategic goals and employees understand how their work is connected to strategy.Continuously monitor the environment and best practices within assigned program areas and recommend strategies and tactics to the CEO accordingly. Develop, implement, and lead organizational change in ways that actively engage individuals and teams in constructive problem‑solving that enables continuous process improvement.Build and maintain strong relationships with First Nations leadership, officials, community members, and technical staff in the province.Ensure compliance with legal and other legislative requirements, including acting as the privacy officer for the organization.Administer and supervise insurance and inventory control programs. Supervise all matters with respect to the acquisition or disposal of all real and personal property owned by the organization.The salary range for this role is $153,900–$230,900, with placement within the range informed by scope, seniority, and relevant experience. The total rewards package includes a registered pension plan contribution, extended health and dental benefits, a cell phone allowance, and generous paid time off, including six weeks of vacation, statutory and First Nation–recognised holidays and 12 personal days annually. Income is non‑taxable for Status First Nations employees, and both office locations are situated on reserve land.Judgment, Independence, and Client Contact Confidentiality At no time should the Vice President, Finance discuss public information pertaining to staff or the organization. The Vice President, Finance is expected to respect the confidential nature of the position by avoiding discussion about any topics that are not formally communicated to the public. Breaching confidentiality is a serious violation of acceptable conduct.Independence The Vice President, Finance is expected to work independently and as a team member of the organization at large.Client/Peer Contact The Vice President, Finance works collegially with staff, senior leadership, the Board of Directors, and other outside agencies, including government. Contact with other employees and outside agencies is regular and frequent.Responsibility for Quality of Assigned Work The employee is under supervision from the CEO and is responsible for the quality of the work, and is expected to seek clarification and direction on any matters of concern.Working Conditions Working conditions for the position are regularly in office settings, but from time to time may require travel within the province of Saskatchewan or the Country. Travel requirements are typically less than 10% of the time in the position.The Candidate Successful candidates for this position may come from a variety of academic and/or experiential backgrounds. However, showing a passion for improving housing and infrastructure outcomes on reserve lands is mandatory. The successful candidate will also possess:Education & ExperienceA professional accounting designation (CPA) coupled with an undergraduate degree in Business Administration, Commerce, or equivalent.Minimum 10 years direct experience as an accounting professional, with at least five (5) years’ progressive experience at a Senior Level, including supervision of staff.Knowledge of Generally Accepted Accounting Principles (GAAP) and Public Sector Accounting Board (PSAB) guidelines, and the CPA handbook requirements.Experience with all relevant legislation and regulations governing accounting in a First Nations Organization serving its members.Knowledge of automated software applications and systems, as well as proficiency in the operation of computers, word processing and spreadsheet applications, and additional software comparable to those currently used.Knowledge of performance management and enterprise risk management.Knowledge of human resource issues and practices, facility and capital planning, supporting logistics systems, and general organization operations.Experience with First Nations knowledge systems and worldviews.Desirable Experience & QualitiesDemonstrated knowledge of public finance, including analyzing financial statements, managing budgets, forecasting, financial reporting, and managing multi‑million‑dollar annual operating budgets.Demonstrated ability to provide strategic, situational, and adaptive leadership, including acting as a team leader in complex environments, contributing as a collaborative executive team member, advising the CEO, and operating effectively in a fast‑moving, build‑phase organization.Demonstrated ability to support the professional growth, evaluation, and performance of staff.Demonstrated ability to create innovative solutions to complex problems and to present and promote change at the organizational level.Demonstrated ability to prioritize multiple demands, effectively manage time, and maintain strict confidentiality, with a high level of integrity and personal accountability.Excellent communication, negotiation, presentation, and interpersonal skills, with a demonstrated ability to build trust‑based relationships with First Nations communities; simplify and translate financial information for diverse audiences; and build and maintain effective stakeholder relationships.In‑depth knowledge of the history and contemporary context of First Nations Peoples in Saskatchewan and other jurisdictions in Canada, including governments and organizations.Demonstrated experience in First Nations and/or Indigenous Relations program development, implementation, management, and partnership building with First Nations businesses, community members, governments, and organizations.#J-18808-Ljbffr
