The Manager, People Strategy and Research Unit oversees the delivery of workforce strategies, corporate reporting, and continuous improvement initiatives that support Calgary Police Services (CPS) members. This role provides strategic leadership to a multi-disciplinary Unit that supports key human resources (HR), member engagement, training, wellness, and equity, diversity, inclusion and belonging (EDIB) functions. Primary duties include: Lead and develop Unit staff, including talent attraction, coaching, performance management, and succession planning. Provide strategic leadership and subject matter expertise to develop corporate reports, research summaries, decision requests, presentations, and briefings that inform organizational decision making, transparency, and accountability. Oversee the planning, development, and quality assurance of key deliverables and projects. Manage annual strategic planning processes and related governance deliverables, aligning outputs to Service priorities and corporate requirements. This position needs to operate effectively in an environment where priorities, timelines, and project parameters are set in advance and not always within the Manager's direct control. Lead and coach team members to navigate initiatives where timelines may not allow for extensive analysis or formalized research, applying judgment and practical experience to move work forward. Provide recommendations for change management, risk mitigation, deconfliction of projects and communications on high profile projects impacting member engagement, wellness, and HR operations. Establish and model effective internal and external partnerships across senior leadership, management, and operational teams. Qualifications A master's degree in a related field and a minimum of 8 years of job-related experience developing and delivering corporate and governance reporting is required, including strong coaching skills in editing, writing for audience, and distilling complex pieces of information into key messages. Minimum of 2 years' experience leading strategic planning teams, with a proven track record of facilitating, developing and delivering strategy and process improvement initiatives. Demonstrated sound political acumen is required, including the ability to advance strategic planning initiatives through an understanding of decision-making forums, interested parties influence, the exercise of discretion, and the effective positioning, sequencing, and messaging of work.
