The Air Transport Bureau (ATB) carries out activities under ICAO’s Strategic Goals of “Every Flight Is Safe and Secure”, “Aviation Is Environmentally Sustainable”, “Aviation Delivers Seamless, Accessible, and Reliable Mobility for All” and “The Economic Development of Air Transport Assures the Delivery of Economic Prosperity and Societal Well-Being for All” and “No Country Left Behind”. It is responsible for the provision of expert assistance required by the Assembly, Council, Air Transport Committee (ATC), Aviation Security Committee (ASC), Ad Hoc Cybersecurity Coordination Committee (AHCCC), Committee on Joint Support of Air Navigation Services (JSC), Climate and Environment Committee (CEC), Committee on Aviation Environmental Protection (CAEP) and the specialized conferences, divisional, panel and working group meetings related to the Organization’s Strategic Goals. The Bureau assists in developing, updating, and promoting the implementation of Standards and Recommended Practices (SARPs) in Annexes 9, 16 and 17, air transport policies and guidance (such as air transport regulation, economics of airports and air navigation services and funding of aviation infrastructure) as well as the specifications for machine readable travel documents. The Bureau is also charged with the development of environment‑related policies and measures and assistance for States to prepare and implement their action plans for CO2 emissions reduction activities. In addition, the Bureau implements the ICAO Global Aviation Security Plan (GASeP), the Universal Security Audit Programme (USAP) and assistance for States in rectifying deficiencies identified by the USAP and implements an ICAO Traveller Identification Programme (ICAO TRIP) Strategy. Furthermore, it maintains and provides access to civil aviation data/statistics and forecasts. Data on acts of unlawful interference and environmental protection (noise and emissions) are also maintained in the Bureau. The Bureau works with other offices of the Organization including Regional Offices, performs liaison and coordinates on the above‑mentioned issues with all the United Nations bodies, other international organizations and regional civil aviation organizations. The Director, Air Transport Bureau (ATB) reports directly to the Secretary General and is responsible for directing and managing the execution of the Bureau work programmes and activities. The Director formulates ATB’s overall strategies, policies and business plan; oversees the development and implementation of the work programme of the Bureau and directs a team of experts in order to provide sound advice and assistance to the Secretary General, the governing bodies and Secretariat of ICAO, and other relevant entities on a wide range of air transport policy and operational issues. The Director also provides leadership to the development of innovative and change management initiatives within ATB. Major Duties and Responsibilities Function 1 – Leads, directs and manages the work and staff of the Air Transport Bureau (ATB). Function 2 – Directs and manages the execution of ICAO’s Air Transport Programmes. Function 3 – Provides policy and operational direction for the Organization on Air Transport matters, provides authoritative policy advice to the Secretary General, and contributes to the development of overall strategies, policies and the business plan. Function 4 – Provides strategic advice to ICAO Governing Bodies, serves as Secretary of the ICAO Air Transport Committee (ATC), and liaises with government officials on matters related to Air Transport. Function 5 – Serves as ICAO representative on UN System, and other international and regional bodies dealing with matters related to air transport. Function 6 – Performs other related duties, as assigned. Qualifications and Experience Education An advanced‑level university degree (Master’s degree or academic equivalent) in an aviation‑related field, scientific or technical/engineering discipline, management, administration, economics, law, or related field, is required. Professional Experience Over 15 years of progressively responsible professional experience, reaching executive level in the planning, management and coordination of activities in air transport or related area. At least five (5) years of experience at senior managerial level, overseeing the planning and implementation of civil aviation programmes and projects in a public or private sector organization. Experience at the international level or dealing with aviation matters crossing national boundaries, including high‑level negotiation with government authorities. Managerial experience at the senior executive level with proven leadership ability to plan and direct large‑scale civil aviation programmes/projects, in a multicultural environment. Experience in strategic business planning, building cohesive teams and directing them towards the achievement of identified goals within approved budgets and agreed timelines. Experience in leading change management initiatives and fostering innovative reforms. Experience with corporate performance management in the public or private sector. Experience in dealing with multilateral financial institutions and UN development mechanisms. Experience in results‑based management practices and procedures. Experience in public speaking and media engagement. Languages Fluent reading, writing and speaking abilities in English. A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish). The evaluation of candidates is based on the criteria in the vacancy notice, and may include tests and/or other assessments as well as a competency‑based interview. ICAO uses assessment centres to further evaluate core and managerial competencies listed in the vacancy notice. Detailed information on the applicable assessment processes will be provided to the shortlisted candidates at the appropriate stages of the recruitment process. Conditions of Employment It should be noted that the maximum period for which a staff member at the D‑2 level can serve is eight (8) years. The initial appointment will be on a fixed‑term non‑career basis for a period of four (4) years (first year is probationary for an external candidate). A second fixed‑term non‑career appointment may be granted to the incumbent, subject to re‑appointment procedures. The combined duration of the initial and second fixed‑term contracts shall not exceed eight (8) years. ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization, in accordance with the provisions of the ICAO service code. In line with the ICAO Ethics Framework (Annex I to the Service Code), staff members are expected to uphold the highest standards of integrity, including compliance with applicable financial disclosure and conflict of interest declaration in accordance with grade and function. ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants. In this connection, ICAO has incorporated the 2013 Standards of Conduct for the International Civil Service into the ICAO Personnel Instructions.
