The Manager, Industrial Operations is responsible for developing and sustaining a performance-driven organization by ensuring all HR cycle elements—including talent review, succession planning, and training initiatives—are in place and progressed. The role involves optimizing work demand and capacity, managing team growth, and addressing labor forecast challenges, while building a “one team spirit” culture within the Urban Rail Signaling domain. Key Accountabilities: Manages employees by assigning tasks, motivating, training, assessing performance, and mentoring team members. Plans, organizes, directs, and centralizes department activities through Project Leads or Work Package Managers, ensuring department effectiveness despite external or internal pressures. Monitors, reviews, and approves workloads to ensure schedules are adhered to. Resolves technical and human resource problems by assigning work effectively within the area of control. Partners with the Senior Manager to manage operational and technical direction for the groups, ensuring alignment with long-term company strategies and objectives. Participates in design reviews to ensure the soundness of Test/Simulator/SLMD designs for project development and deployment. Supports Senior Manager, Bids Lead, and Director in strategic and long-term business planning, cost estimates, and labor forecasting, while adhering to capital and expense budgets. Ensures adherence to company procedures and implementation standards. Creates and executes department internal/external training plans in collaboration with Human Resources. Maintains effective communication flow between senior management and department staff, ensuring full transparency regarding group activities. Communicates company strategy to the team and facilitates collaboration across departments. Engages with other departments/customers to ensure contractual requirements are met, product integrity is maintained, and designs are reusable across projects. Supports project planning and re-planning by preparing estimates, schedules, and Test Software Development Plans. Collaborates with Work Package Managers (WPMs) to monitor project tracking, performance against budget and schedule, performance metric collection, and weekly reporting. Identifies risks early and implements corrective actions to mitigate them. Participates in bid estimates, capital budgets, operating budgets, department training plans, labor forecast planning, facilities planning, and tool acquisition efforts. Key Requirements: 10+ years of proven experience in the electronics industry, preferably in HW test system development roles within manufacturing environments. University degree in Electrical Engineering, Mechatronics, Systems Engineering, or a closely related field. Strong knowledge of component engineering, lifecycle, and ECO design principles. Familiarity with global environmental regulations related to the electronics industry. 5+ years of management or supervisory experience, including coordinating internal teams. Strong experience with test development software tools such as LabView and TestStand. Proficiency with PLM and MRP tools and processes. Strong knowledge of hardware engineering development processes and tools. Excellent planning and organizational skills with the ability to balance multiple priorities. Ability to communicate complex situations clearly to stakeholders at all levels. Excellent written and verbal communication skills, with mandatory fluency in English. Experience interfacing directly with customer leadership and project leadership teams. Exceptional interpersonal skills and customer service experience. Ability to work effectively in team environments. Preferred Qualifications: P. Eng. License would be an asset.
