The Opportunity: The City of Red Deer is currently recruiting for a Corporate Controller to join the team to fill a term position to assist the Section Manager and CFO in implementing Financial Roadmap. This management position is responsible for providing support to Section Manager- Financial Business Advisory Services and CFO in implementation of Financial Roadmap, including policy, procedure and guideline updates, transitional support during organizational restructuring, financial support for expansion on the City’s asset management plan. Top Key Responsibilities: Provide strategic leadership for corporate financial services, directing the planning, implementation, and continuous improvement of financial policies, processes, systems, and day‑to‑day operations. Ensure strong financial governance, compliance, and internal controls by interpreting and applying MGA, GAAP, PSAB, and other legislative and regulatory requirements. Set and maintain corporate financial standards, policies, and procedures, including recommending bylaw, policy, and procedural changes to ensure legislative compliance and best practices. Optimize stewardship of corporate assets, ensuring their safety, protection, sustainability, and maximum return within acceptable risk parameters.li Oversee financial risk management, including identifying control gaps, correcting integrity and error issues, monitoring compliance, and responding to changes in legislation or standards. Lead and manage the delivery of financial services operations, including budgeting, resource allocation, vendor management, contract oversight, and service level determination. Initiate, lead, and oversee special projects, including financial system implementations, integrations, process modernization, software customization, and cross‑functional initiatives. Manage financial systems and technology strategy, determining system readiness, security, training requirements, and approval for production deployment. Lead, develop, and manage professional financial services staff, including hiring, performance management, coaching, training, succession planning, and disciplinary decisions as required. Build and manage key internal and external relationships, partnering with corporate stakeholders, departments, vendors, consultants, and external agencies to support organizational objectives. As our preferred candidate, you will have: Professional accounting designation (CMA, CGA, CA), plus continuous relevant training and development Considerable experience in a complex, computerized accounting environment Sound knowledge of one or more of the following: current computer technology and system development concepts, demonstrated expertise in working with a sophisticated ERP system and Microsoft Office budgeting processes (municipal government experience preferred) experience creating and/or auditing financial statements (municipal experience preferred) project management experience preferably involving multi-disciplinary project teams Experience interpreting and applying legislation and other regulations and standards, including, but not limited to the AIT, TILMA, MGA, PSAB and GAAP. Detailed and current knowledge of internal security and control principles and practices Well‑developed managerial/supervisory skills with the ability to effectively plan, direct, coach and mentor staff. Strong interpersonal skills to effectively interact with the public, senior managers & agencies, and to manage conflict. The ability to handle sensitive information, maintain confidentiality and deal tactfully in an open and political environment Demonstrated skills in clarifying issues, designing business processes, facilitating collaborative resolutions Ability to communicate clearly and accurately both in writing and orally through effective presentations, reports and policy documents and others Ability to listen effectively to understand the needs of a wide range of Financial Services business users, synthesize information and prepare/present cost/benefit analyses and business cases to support recommendations and decisions Experience in developing and delivering user training Significant exposure to fund accounting preferably in a municipal environment Affiliation: Exempt Status: Term (Full-time) Remuneration: $55.38 to $69.23 per hour (108,415 to 135,518 per annum) Hours of Work: 75 hours biweekly; Monday to Friday, overtime on evenings and/or weekends may be required when needed.
