This position reports directly to the Manager of Risk Management and will have responsibility for claims administration including claims investigation, confirmation of coverages under various types of policies, and providing direction on active litigation matters. The position will also provide expertise in risk management leadership, providing advice, sometimes in high‑pressure and urgent situations, to client partners in the areas of risk assessment, analysis and mitigation strategies, and will provide advice to the Director of Risk Management and Insurance and, on occasion, to the Secretary to Treasury Board. The position is responsible for commercial lines underwriting, including identifying and analyzing risk and providing advice on insurance coverage requirements for client partners. It will provide specialized advice, develop statistics for the Manager for insurance coverage rates and premiums with respect to Self‑Insurance & Risk Management Fund (SIRMF), maintain insurance policy wordings and certificates, negotiate and administer placement of insurance coverages, provide contract review for insurance requirements, and provide risk‑control advice. Duties will include but are not limited to: Claims adjusting and examining, investigating claims to determine extent of liability and advise whether claim falls within scope of coverage. Assign and instruct independent adjusters and appraisers; provide advice on coverages when required. Provide instruction to legal counsel regarding claims management, settlement strategies, alternative dispute resolution, mediation, negotiation. Contract review for insurance purposes. Work closely with client partners to understand operational needs, goals and recommend risk‑transfer opportunities. Have knowledge of specific sectors (transportation, construction, ITSS, etc.) to support appropriate recommendations. Support application of Treasury Board Policy & Procedure Manual regarding insurance requirements. Consult and advise Departments, Crown Corporations, Agencies, Commissions and School Boards on insurance coverage and risk‑management needs. Support Manager on risk analysis initiatives for large complex projects, investigate and research associated risks, and provide detailed reports on mitigation strategies. Minimum Qualifications: University degree, preferably in Business Administration, Economics, Finance or Law. Equivalencies considered. Currently enrolled or have attained a Canadian Insurance Professional designation (CIP). Risk Management certification or experience considered an asset. Extensive experience within Risk Management and Insurance industry. Considerable experience in all classes of Commercial Lines Insurance or in policy development, program planning, project management and strategic or operational planning. Experience as a Claim Adjuster and active Adjuster’s license considered an asset. Proficiency in accounting software and Microsoft Word, Excel, PowerPoint. Sound knowledge of principles of insurance, underwriting, adjusting and risk management. Sound knowledge of law and legal principles including Contract and Tort law, legislation, liability, evidence. Knowledge of business trends of insurance, re-insurance and brokerage firms. Leadership and/or management experience in a client‑centered setting. Excellent collaboration skills, strategic thinking. Strong interpersonal skills, written and oral communication, interviewing, negotiation, conflict resolution. Good conceptual, analytical and technical skills to evaluate risk. Valid driver’s license; travel required. Additional relevant education and experience considered an asset.
