Overview As part of AtkinsRéalis Engineering Services group, the municipal infrastructure team specializes in providing a full range of engineering services for infrastructure projects to local, national, and international clients. The team is looking for a Municipal Engineer to join our growing team on one of the most important Canadian airport projects. The role is 100% in‑office in Toronto. Responsibilities Provides advice, guidance and subject‑matter expertise throughout the planning, design and delivery of the program as it relates to municipal infrastructure design and construction, including compliance with all relevant codes and standards. Ensures that municipal design and construction comply with technical requirements, including design reviews, submittal reviews and testing. Conducts Facility Alteration Permit (FAP) compliance reviews for all proposed upgrades, alterations, maintenance work and new construction to ensure adherence to applicable regulations, codes, standards and requirements. Provides non‑resident engineering expertise through field inspections during various stages of construction. Oversees servicing including water, sanitary sewer, storm water, gas, roads, bridges, underground lift stations and parking garages and provides expert advice on capacity, demand and reliability of existing systems. Assesses alternative technical proposals submitted by the contractor and provides feedback on the feasibility of the proposal and alignment to requirements. Coordinates the technical elements of the program with respect to municipal infrastructure engineering, establishing targets and goals for the program. Coordinates the interface between other engineering and architectural disciplines to ensure integration and coordination across programs, facilities and assets. Reviews deliverables submitted by the contractor or designer and confirms compliance with the relevant requirements, codes and standards. Monitors the input of the designer throughout the construction phase (RFIs, shop drawings, material approvals, mock‑up approvals, punch list, etc.). Provides management‑level progress reports and briefings with respect to structural design progress, issues and opportunities. Coaches, mentors and supports the career development of project staff. Leads the planning team in delivering high‑quality airport planning activities, including concept and master planning, land‑use planning, forecasting and flow optimisation. Conducts capacity‑demand gap analyses across all airport systems from airside to groundside infrastructures. Oversees terminal capacity and demand assessments, including baggage systems and related operational components. Develops activity forecasts for airside, terminal and groundside areas to inform long‑term infrastructure strategies. Produces analytical planning reports and simulation models that reflect existing and future airport operations. Collaborates with Program Leads, PMO Services and Technical Shared Services to ensure effective integration of planning requirements into the program. Guides and mentors team members while managing key stakeholder relationships to support successful planning outcomes. Qualifications Recognised degree in civil engineering with municipal engineering concentration; a professional designation is an asset. Minimum 7 years of experience in municipal infrastructure design, construction, commissioning, distribution, system protection, control, capacity and future demand requirements, operations and maintenance of water distribution, sanitary and storm‑water management systems and environmental engineering principles for major developments. Extensive knowledge of applicable local, provincial and federal regulations, codes and standards as they relate to municipal infrastructure and environmental requirements. Strong knowledge of underground servicing, municipal road design and water resource principles. Experience with preliminary and final design of roads, bridges and municipal systems and facilities. Experience developing and reviewing servicing, grading and drainage designs and performing field inspections related to municipal works and standards. Demonstrated experience in use of MicroStation, BIM, AutoCAD, Bentley InRoads and OpenRoads Designer 3‑D modelling programmes. Knowledge of applying asset‑management principles for municipal infrastructure. Good stakeholder engagement and communication skills, including the ability to facilitate meetings and workshops with large groups of stakeholders. Minimum 15 years of experience in large capital programmes in planning, development, engineering or architecture. Minimum 5 years of experience in major international airport projects or equivalent large‑scale infrastructure programmes. Expert knowledge of airport planning practices, Transport Canada standards and methodologies for modelling, simulation and analytical data processes. Demonstrated ability to manage teams, senior stakeholders and strategic reporting for complex airport initiatives. Strong problem‑solving, data‑analytics capabilities and facilitation of workshops with diverse stakeholder groups. Compensation Expected compensation for this role is between $125,000 and $171,900 annually.
