Chairperson, Veterans Review and Appeal Board The Veterans Review and Appeal Board is an independent appeal tribunal that helps Veterans, Canadian Armed Forces and Royal Canadian Mounted Police members as well as their families obtain the benefits to which they are entitled for service-related disabilities. Based out of Charlottetown, Prince Edward Island, hearings are conducted across Canada by members of the Board. Members operate in a high-volume and fast-paced work environment focused on timely, respectful hearings and fair, plain language decisions. The Board is committed to providing an inclusive and barrier-free work environment. The Chairperson is the chief executive officer of the Board and accountable to Parliament through the Minister of Veterans Affairs and Associate Minister of National Defence. The Chairperson is responsible for leading, directing and supervising the Board. The Board’s program is delivered by 25 Members and more than 170 staff. The Board received over 9,000 applications and held over 6,000 hearings in . The Chairperson provides leadership and guidance on the organization and the conduct of timely, respectful and fair hearings in accordance with legislation, jurisprudence and legal principles, including natural justice. The Chairperson brings compassion for Veterans’ issues while balancing the operational realities of working in a fast-paced environment in various locations across Canada. As permanent members of the Board, the Chairperson also functions as an independent, administrative tribunal decision-maker, mandated to provide fair and impartial quasi-judicial hearings and decisions of reviews and appeals for disability compensation decisions made by Veterans Affairs Canada. Education and Experience Please ensure that the information provided in your curriculum vitae and cover letter clearly demonstrates how you meet the following requirements: A degree from a recognized university or an acceptable combination of education, job-related training and/or experience. Significant management experience in a private or public sector organization at the executive level, including leading the management of human and financial resources. Experience in the application and interpretation of legislation and regulations and in assessing complex information within the context of an administrative proceeding. Experience in rendering decisions or in presenting cases before a quasi-judicial administrative tribunal or significant experience in decision-making related to sensitive and complex issues. Experience in the management of a complex organization, or in the operation and conduct of an adjudicative tribunal, agency or equivalent would be considered an asset. Experience as a member of the Canadian Armed Forces or the Royal Canadian Mounted Police (RCMP) would be considered an asset. Knowledge, Skills and Abilities The following criteria will be assessed: Knowledge of the operations of government, including sound governance, human resources management, financial management, reporting, accountability and transparency. Knowledge of the mandate and activities of the Veterans Review and Appeal Board, including the legislative framework within which it operates. Knowledge of the issues and priorities of Veterans, the Canadian Armed Forces, the Royal Canadian Mounted Police, and their families. Knowledge of other relevant fields such as, but not limited to: disability compensation, human sciences, military, policing, medical or legal field would be considered an asset. Superior communication skills, both written and oral. Ability to interpret relevant statutes, regulations and policies and analyze complex situations in order to make equitable decisions and recommendations, while anticipating their short- and long-term consequences. Ability to mobilize people and achieve results while ensuring that the Veteran Review and Appeal Board adheres to the highest standards of accountability and transparency. Ability to work collaboratively with staff, partners and stakeholders, to handle sensitive situations effectively under pressure, and to foster a collegial, inclusive and barrier-free work environment.
