XO4 Administrative Officer 4 Regular/full-time position in Municipal and Northern Relations at the Manitoba Emergency Services College (MESC), Office of the Fire Commissioner, Brandon MB. Overview Working in alignment with other administrative areas—Accreditation, Curriculum, Student Services, and Senior Administration—the PFPP Program Administrator leads the administration of MESC’s full‑time Public Fire Paramedic diploma and other ancillary medical training. The role provides leadership to instructors and technical experts throughout program development, implementation, and evaluation. Guided by MESC’s vision, the Administrator supervises full‑time and casual staff, ensuring strict alignment with quality improvement protocols, accreditation standards, curriculum requirements and regulatory criteria, and is responsible for the overall success of the portfolio. Qualifications Post‑secondary education in Adult Education or Educational Administration and Leadership. An equivalent combination of related post‑secondary education/training and experience may be considered. Successful completion of training and experience providing medical services and/or other related emergency‑response services (e.g., Primary Care Paramedic, Paramedic, Technician Paramedic) or an equivalent designation from other jurisdictions. Experience applying academic policies to develop, deliver, and evaluate adult training to ensure programs meet accreditation and compliance standards. Demonstrated experience building, leading, and motivating teams in a managerial capacity, including setting expectations, supporting staff performance, and fostering a positive and respectful work environment. Demonstrated experience managing confidential and sensitive information with diplomacy, tact, sound judgement and political acumen. Experience developing policies, operating guidelines and/or procedures. Strong interpersonal skills with the ability to establish and maintain cooperative working relationships with internal and external stakeholders. Strong analytical and problem‑solving skills. Ability to work independently with minimal supervision and as an effective part of a team. Strong written communication skills for drafting correspondence, reports, policies, procedures. Strong verbal communication skills to effectively deliver presentations, conduct training sessions, and facilitate meetings. Superior organizational skills, with a proven ability to manage multiple staff members and balance competing priorities under tight deadlines. Conditions of Employment Must be legally entitled to work in Canada. Must be able to provide and maintain a satisfactory Criminal Record Check. Must be able to work evenings, weekends, and on‑call as necessary. Must have a valid Manitoba Class 5 driver’s licence, be eligible to obtain a Manitoba Class 4 driver’s licence with air‑brake endorsement at the time of application and be able to obtain and maintain a satisfactory driver’s abstract. Must be physically capable of wearing personal protective equipment, as required. Must be able to travel throughout Manitoba, and occasionally throughout Canada and internationally.
