The salary range for this position is CAD $55.25 - $79.42 / hour. As Manager, Projects & Planning, you’ll leverage your deep expertise in project delivery, decision support, and LEAN initiatives to guide complex, multi‑site projects that advance Mental Health & Substance Use’s strategic goals. Overview The Manager, Projects & Planning enables successful delivery and achievement of MHSU strategic goals by supporting the successful intake, resourcing, management, and governance of projects and key strategic initiatives throughout all phases of the project lifecycle. Responsibilities Provides strong and effective leadership, technical guidance, coaching, training, mentorship and human resource management to assigned project staff and contractors. Provides project leadership to a variety of large, complex projects including a number of diverse disciplines and/or affecting multiple stakeholders; develops and manages project timelines; facilitates change management strategies; defines tasks; identifies, sources and manages resources such as contractors, staff or dollars; identifies and mitigates project‑related risks; provides guidance and direction to project team members. Plans, develops, implements and continuously improves policies, guidelines and tools to ensure best practices are utilized throughout all phases of project delivery and to maximize operational effectiveness. Supports overall alignment of project, portfolio, program, and management processes/practices. Plans and develops business and project management processes, workflow models, standards and tools in support of project service delivery teams. Supports the development of decision support processes to enable the Director, Projects and Planning in providing strategic direction to the Portfolio; develops strategic reports and dashboards to support business operations and decision‑making processes. Develops, maintains and monitors key metrics and measurements at the individual project and portfolio level. Ensures metrics on process effectiveness and efficiency are established and communicated to project teams and stakeholders. Supports LEAN activities by establishing strategic plans for future LEAN projects, developing funding requests for LEAN projects and working with consultants and departments outside of MH&SUS to build functioning partnerships. Maintains repository of all current and upcoming projects within the portfolio, and manages and directs appropriate resources to initiate and complete projects. Responsible for supporting projects within the portfolio and ensuring the successful transition from project delivery to operational implementation. Leads development, maintenance and distribution of reports in relation to project management controls; provides centralized reporting and planning services to project teams. Develops and manages operating budgets. Attends meetings on behalf of the Director to provide support, guidance and expertise to others undertaking work in Project Planning. Liaises with other stakeholders, both internal (Facilities, Human Resources, Finance, Contracts, CAADSI) and external (Ministry of Health, Ministry of Mental Health and Addictions) to the organization. Participates in assigned Fraser Health, Provincial, and Federal committees; chairs and/or leads discussion as required. Qualifications Bachelor’s Degree in Business Administration, Engineering, Health‑related discipline or a related field, plus ten (10) years’ recent, related leadership experience in project delivery and management, decision support, LEAN initiatives, in a large, complex, multi‑site organization, or an equivalent combination of education, training and experience. Certification in Project Management (PMP) and/or PROSCI Change management are considered assets. Professional / Technical Capabilities Extensive knowledge of health and business administration including strategic and operational planning. Demonstrated knowledge of project management principles including estimating, tendering, scheduling, project design development, project planning, design drawing interpretation, construction practices, value engineering, risk analysis, alternative procurement methods, interior fit‑up and base building construction techniques, contract administration, portfolio and program management. Proven leadership abilities to motivate, manage and direct staff resulting in a consistently well‑managed service to the client. Excellent interpersonal, communication and presentation skills.
