The Department of Finance is a central agency and the primary advisor to the Government of Nunavut (GN) on all fiscal, financial and human resource matters. With more than 200 employees working in Iqaluit, Cambridge Bay, Rankin Inlet, and Igloolik, Finance ensures the government uses public funds in a way that is accountable and sustainable. The Manager works in Iqaluit and makes decisions that impact all GN departments and Nunavummiut in all 25 communities. Reporting to the Director of Fiscal Policy, the Manager of Fiscal and Economic Policy leads a team of professionals responsible for developing GN’s overall fiscal framework and monitoring its performance relative to financial trends in jurisdictions that influence the government’s current fiscal position. The manager provides advice on fiscal policy issues, manages federal‑territorial relations and funding agreements with Finance Canada and the Canada Revenue Agency, and develops, analyzes and forecasts economic and revenue policies and conditions. Responsibilities Prepare briefing notes and other information material for use in the Legislative Assembly, inter‑jurisdictional meetings, or other settings involving the Minister of Finance, the Premier, and senior management. Develop multi‑year revenue forecasts to inform the development of GN’s medium‑ and long‑term fiscal plans. Prepare Requests for Decision, Legislative Proposals, and other documents as required. Control spending in accordance with legislation, policies, procedures and authorities. Lead the Fiscal and Economic Policy section, ensuring it meets approved objectives and budgets effectively and consistently with Cabinet priorities and departmental operational policies. Prepare various revenue forecasts, economic analyses, and fiscal reports. Support the work of the Taxation and Insurance Section as required to achieve divisional objectives. Travel three to five times a year, as required. Qualifications University degree in Economics, Public Administration, Political Science or a related field with a specialization in economics, finance or politics. Equivalence of five years of fiscal or economic analysis, including demonstrated experience building and using economic models. Minimum of two years of directly relevant experience in the public sector. Expert knowledge of computer applications related to statistics, financial planning and database management; acceptable experience includes Excel, Stata, R, EViews and similar software. Strong verbal and written skills in Inuktitut is an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut, and experience working in a northern cross‑cultural environment are considered assets. Fluency in more than one of Nunavut’s official languages (Inuktut, English, French) would be considered an asset. Acceptable combinations of education and experience may be considered.
