Job Description AECOM’s Program Management Business Line is seeking a visionary and high-energy Canada Growth Leader to spearhead strategic expansion and business development across the country. Reporting directly to the Regional Business Line Leader (RBLL) for Program Management in Canada, this senior-level position can be based in any major AECOM hub (Toronto, Vancouver, Montreal, Calgary, or Edmonton). As the primary architect of our growth strategy, you will position AECOM as the Partner of Choice for Canada’s most significant capital programs—from multi‑billion-dollar transit expansions and green energy transitions to large‑scale social infrastructure and digital PMO transformations. Key Responsibilities National Strategic Growth: Develop and execute a unified growth strategy for the Program Management Business Line across all Canadian provinces, identifying high‑growth sectors and "Blue Ocean" opportunities. Operational Integration: Collaborate closely with the RBLL and Area Commissioners to ensure that the growth pipeline aligns with national delivery capabilities and technical resource planning. Major Pursuit Leadership: Serve as the Capture Manager or Strategic Advisor for Canada’s highest‑priority PM/CM pursuits, typically those with fees exceeding $25M or capital values in the billions. C‑Suite Client Engagement: Build and maintain influential relationships with key federal, provincial, and municipal stakeholders, as well as private developers and industrial clients. Market Intelligence: Monitor the Canadian infrastructure landscape (e.g., Infrastructure Canada, P3 models, and provincial agencies) to anticipate shifts in procurement trends and delivery models. Service Line Innovation: Promote and sell advanced Program Management services, including Digital PMO, Program Controls, Sustainability/ESG integration, and Strategic Advisory. Brand Ambassadorship: Represent AECOM Program Management at national industry forums, conferences, and policy‑shaping events to enhance our reputation as the market leader. Commercial & Risk Management: Lead the negotiation of complex, large‑scale contracts; ensure pursuit‑phase risk assessments align with AECOM’s global governance standards. Cross‑Business Line Collaboration: Work across AECOM’s other business lines (Transportation, Water, Buildings & Places) to create integrated "Better Together" value propositions. Performance Metrics: Take accountability for national KPIs, including Sales, Bookings, Backlog growth, and the conversion rate of the Canadian PM pipeline. Minimum Requirements Bachelor’s degree in Engineering, Construction Management, Business Administration, or a related field plus EXTENSIVE years of experience in the infrastructure or professional services industry, with a heavy emphasis on Capital Program Delivery, or demonstrated equivalency of experience and/or education. 6+ years in a senior leadership or senior‑level growth role. Demonstrated experience winning and/or delivering Complex Programs (Delivery Partner, PMO, or PMC models). Preferred Qualifications 20+ years of progressive experience within the Canadian infrastructure market. Proven track record of securing Large‑Scale Programs ($20M fee or $1B CapEx). Deep fluency in Canadian procurement vehicles, including P3, Progressive Design‑Build, and Integrated Project Delivery (IPD). Extensive network within major Canadian public agencies. Bilingualism (English/French) is a significant asset given the national scope. Exceptional "storytelling" and presentation skills, with the ability to distill complex program governance into compelling value propositions for clients. Strong financial acumen and experience managing multi‑million dollar business development budgets.
