This position provides oversight for contract management activities on Fluor projects or as lead contract manager on individual contracts. The role ensures, through assigned contract administrators, compliance with all statutes, regulations, and contract terms and conditions. The contract manager reports to project, department and company senior leadership on the health of the assigned project(s); participates in developing and approving contracting strategies and directly reports through an intermediate senior contract manager. The individual reviews and approves contract awards with delegated authority for mid‑to‑large contracts. Responsibilities Administer moderately large and complex contracts Negotiate contract terms and conditions, analyse commercial sections of proposals and technical proposal evaluations, and coordinate technical scopes of work including interface with all project disciplines (including project controls, legal services, project management, construction, engineering, finance/accounting, and client) Participate in proposal development activities including preparation of required proposal responses, develop final proposal evaluations, prepare contract recommendations and present recommendations to the project team and/or client Perform contract management post‑award activities through evaluating and status of contractors’ productivity, schedule adherence, contract change management, invoicing and claims avoidance Perform closeout of contracts, finalize outstanding contract issues, issue final modifications and invoices and coordinate completion of contractor performance evaluations Other duties as assigned Qualifications Accredited four‑year degree or global equivalent in applicable field and twelve years of work‑related experience, or education plus directly related experience equal to sixteen years if non‑degreed (local variations may apply) Ability to communicate effectively with management, coworkers, clients, vendors, contractors and stakeholders Job‑related technical knowledge necessary to complete the job Strong negotiation skills Ability to learn and apply knowledge of applicable local, provincial and national statutes and guidelines Attention to detail and ability to work in a time‑conscious and time‑effective manner Prepare, maintain, retrieve and communicate records, reports or documents required to meet corporate and contract‑management requirements Interface with all levels of the project team and internal/external management, conduct meetings to support scope or commercial term development Proactive contractor engagement to ensure compliance, generate progress schedules, status reports, invoices and supporting documents in a timely manner Provide consultative analytical and contract‑management support to project management and senior leaders, reporting through a senior contracts manager Protect the company’s interests by enforcing warranties, mitigating risk and overseeing project contract‑management teams under senior contracts manager guidance Ensure timely payment of contractors and avoid claims, adopting equitable settlement strategies Develop a claims‑prevention program and audit other projects as required Execute portfolio assignments, perform contract risk assessments and formulate mitigation strategies Develop standard contract templates, prepare project contract procedures and provide input to project final reports Coordinate timely issue, distribution and response of documents to contractors and maintain site instruction control Preferred Qualifications Degree in Business Administration, Supply Chain, Engineering, Law (Juris Doctor), or Construction; fifteen years of contract management, subcontract administration and procurement experience supporting engineering and construction projects Experience developing and negotiating contract terms and conditions for services, construction, engineering, materials and equipment installation contracts Strong understanding of contracting principles and legal terms and conditions Broad knowledge of the construction industry and contract language associated with EPFC/CM Extensive experience and knowledge in contract formation and contract administration Domestic field assignment experience preferred Strong working knowledge of contract law Experience in creating multiple compensation structures including reimbursable cost, lump sum and unit price Experience in work change and claims evaluation and negotiation Experience creating RFP/contract packages and interfacing with multiple disciplines Experience creating project‑specific contract terms and conditions by flowing down prime contract terms Experience working with project management, engineering and construction to develop sound project execution and contract plans Experience applying the team contract‑management approach to contracting Excellent communication skills #J-18808-Ljbffr
