About The Project Cross Fraser Partnership (CFP) is a general partnership of Bouygues Construction Canada Inc., Fomento de Construcciones y Contratas Canada Ltd., Pomerleau BC Inc., and Arcadis Canada Inc. that was selected to collaboratively deliver a new eight‑lane immersed tube tunnel that will replace the existing George Massey Tunnel on Highway 99. The new tunnel will have three vehicle lanes and a dedicated transit lane in each direction, with a separated active‑transportation corridor for cyclists and pedestrians. Position Overview The Human Resources/Labour Relations Administrator supports the Director of Labour Relations by facilitating the onboarding and integration of unionized workers to the project. The role is responsible for creating processes to coordinate and manage union labour supply and workforce mobilization throughout the project lifecycle. This position works in a collaborative model with the Director of Labour Relations, Human Resources, and Construction Management and is intended to evolve into a Labour Relations Officer/Manager role as the project progresses. Key Responsibilities Support the Director of Labour Relations with administrative tasks and projects using Word, Excel, PowerPoint, and Visio, developing spreadsheets, presentations, and tracking tools related to project needs and client requirements. Support the onboarding and mobilization of unionized workers in accordance with the project labour agreement and union referral processes. Coordinate with union halls regarding workforce requests, dispatch procedures, and mobilization timelines. Assist in organizing and facilitating union orientation sessions for new project workers. Ensure employees and union members receive required project onboarding information, policies, and site procedures. Maintain accurate records of union workforce onboarding and mobilization. Assist in coordinating meetings with unions regarding workforce planning, mobilization, and project updates. Provide guidance to project teams on union‑related processes and protocols regarding onboarding. Coordinate with the Director of Labour Relations, HR, workforce planning teams, and construction leadership to forecast union labour requirements. Maintain documentation related to labour relations activities, agreements, and communications. Education And Qualifications Strong interpersonal and relationship‑management skills to collaborate effectively with the Director of Labour Relations, HR teams, CFP leadership, and external stakeholders. Strong organizational, communication, and documentation skills. Ability to manage sensitive and confidential information with discretion. Professional HR designation such as CPHR would be considered an asset. Combination of experience and related education in business administration, human resources, industrial/labour relations, or a related field. Experience in administrative work or labour relations, human resources, or workforce coordination would be beneficial. Experience working in a unionized environment, preferably within construction, infrastructure, or large‑scale projects in British Columbia.
