Operations Manager – Upper Canada Mall The Operations Manager will oversee ongoing maintenance of the electrical and mechanical components as well as all physical aspects of two retail facilities. The role includes providing direction to direct and indirect staff, including supervisors, maintenance staff, and contracted housekeeping, food court, interior and exterior maintenance. It also supports real‑estate management, tenant and capital construction build‑outs, and various Oxford national initiatives, and involves development activities as required. Responsibilities Develop the annual operating budget, monthly accruals, and quarterly forecasts. Manage third‑party contract relationships (e.g., snow removal, landscaping) for satisfactory performance and accurate invoicing. Conduct regular building inspections and supervise preventative maintenance programs. Analyze utility consumption, enforce cost allocation, monitor tenant and building system usage, investigate discrepancies, and implement sustainable practices. Ensure HVAC equipment operates at maximum efficiency through clear procedures. Implement energy‑management programs and retrofit building elements. Plan, budget, tender, and manage capital improvements, including 10‑year planning and forecasting. Maintain positive tenant relationships and ensure lease‑assured services. Coordinate with the Security Manager on EH&S/OH&S policies, MSDS maintenance, and safety procedures. Oversee physical upkeep and curb appeal of the property. Manage staff performance, foster employee relations, handle promotions and dismissals with HR input, provide feedback, and review schedules. Implement health and safety, fire, emergency, and environmental procedures in compliance with regulations. Collaborate with the Development Team on major additions and future residential/mixed‑use projects. Present to internal and external clients on all aspects of the role. Work with unions representing external contract staff and trades workers. Engage with York Region building staff, inspectors, and emergency services. Execute other duties as required by management. Partner with the Retail Design and Construction (RDC) team and project managers on design, construction, permitting, and inspections. Direct the Project Manager and coordinate tenant construction works to meet Oxford standards and as‑built documentation. Review and approve tenant construction drawings and monitor progress to ensure compliance with EH&S/OH&S policies. Assist the RDC and Project Manager with landlord and tenant work, including structural, electrical, and mechanical services. Participate in the Fire Safety Plan and emergency response, maintaining fire and life safety systems. Oversee and manage all Operational Excellence programs related to ESG and DEI. Work with Asset Management and Operational Excellence teams on reports and requested information. Qualifications Minimum of 5+ years of operations management experience in a large, complex commercial or retail property; project coordination, engineering, and contract management are a plus. Experience managing a large, multi‑faceted team and negotiating with contract staff unions. Excellent tenant, landlord, and public‑relations skills. FMA, BES, or RPA (BOMI) designation is an asset. Strong contract‑management experience (e.g., HVAC, cleaning, security). Previous experience with electrical, mechanical, HVAC, and life‑safety systems. Good understanding of tenant‑building construction design and build‑outs. Proficient computer skills (MS Office, especially Excel, Outlook, Project, Word). Excellent time‑management and organizational skills. Adaptability to evolving and dynamic environments, with a collaborative mindset. Flexibility with working hours to meet staff and property needs. Energy‑saving project execution capability. Familiarity with sustainability programs such as LEED or BOMA Best. Knowledge of government regulations and building codes. Blueprint, construction drawing, and schematic interpretation skills. Contract and RFP experience. Understanding of shopping‑centre or commercial‑real‑estate accounting principles and lease documentation. Strong team‑building and culture‑development skills.
