Manage and support various planning and strategic capital projects managed by PPD’s Planning & Approvals team. Act as a key liaison with various internal and external groups to support planning and permitting processes, the City and client’s Capital Delivery Coordination (CDC) program, improve efficiencies, develop metrics and KPIs to demonstrate process improvements, participate and coordinate activities supporting PPD’s long‑range urban planning projects, comment and engage with municipal and provincial agency staff on long‑range planning studies intersecting client’s ongoing and planned capital projects, and monitor and track strategic initiatives to maintain deliverables and program goals. Support the interface between client and City’s CDC office, attending meetings, working with ECE groups to keep capital project information comprehensive and up to date, mitigate conflicts with other City projects, provide client capital project information to City staff, and resolve conflicts before contracts are awarded while facilitating bundling opportunities with other projects, where possible. Play a key role in developing and implementing process improvements for ECE and with the city. Support implementation of the Real Estate Investment Plan (REIP) Program, authoring the strategy document, coordinating client real‑estate initiatives, and updating the REIP program and annual implementation plan under the Director of Planning & Approvals. Coordinate timely review and commenting of Review Routing System circulations on behalf of the Planning & Approvals group, focusing on client capital projects and PPD sign‑off, to ensure timely review and RRS responses. Act as main client contact for municipal and provincial long‑range planning or planning policy exercises intersecting client projects—including Official Plans, Secondary Plans, District Plans, Feasibility Studies, municipal Class EA studies, etc., monitoring and tracking initiatives, providing client comments, and participating in technical advisory and stakeholder working groups. Support special PPD projects under the client’s capital portfolio under supervision of the Director of Planning & Approvals, Manager of Programs & Partnerships, and Manager– Utilities, and PPD Department Head. Establish and enhance procedures and processes of the Planning & Approvals group. Coordinate interfaces and manage relationships with internal and external stakeholders related to Planning & Approvals capital project portfolio and functions—a key component of all above‑noted functions. Provide CDC‑related documentation (internal and external submissions). Prepare written documents—including presentations, tables, memos, board reports, and strategy documents. Deliverables for the Real Estate Investment Plan Comprehensive Update. Trackers and dashboards to monitor planning projects, including development of metrics & KPI reports for presentations. Daily deliverables documenting research, strategy development, and progress. Working Conditions Office‑based HERE’S WHAT YOU’LL NEED: Bachelor’s degree in urban planning, long‑range, strategic and policy planning, transit, and development. Minimum of nine (9) years relevant experience in land development, urban planning, environmental studies and/or planning policy. Knowledge of municipal and provincial planning legislation, regulatory requirements, planning approvals, strategic plans, and permit issuance processes. Demonstrated ability to effectively review and comment on policy documents, planning studies/guidelines, and design submissions related to planning and permitting approvals. Holding recognized certifications with relevant professional associations such as IRWA, OPPI, etc. BONUS POINTS IF YOU HAVE: Sound judgement; excellent organizational, interpersonal, analytical, and problem‑solving abilities with exceptional attention to detail. Proven capability to lead the Property Acquisition strategy for a project element or medium‑complexity project. Experience in development projects, including heritage, planning policy, and approvals. Strong people skills and confidence to engage with a variety of internal and external stakeholders. Expert grasp of infrastructure projects. Ability to prioritize and manage competing risks to meet deadlines with minimal input from leadership. Keen eye for detail and adept problem‑solving abilities. Experience relaying and receiving information (written and verbal). Expert ability to work collaboratively in a structured, disciplined, multi‑disciplinary technical environment.
