General Manager, Facilities The General Manager, Facilities leads the delivery of a high-quality service environment for hospital assets, managing multi-disciplinary teams, overseeing capital planning, budgeting, and ensuring compliance with legislation and contract deliverables. Responsibilities Have overall project responsibility ensuring compliance with required elements of an extensive P3 service agreement. Be responsible for the planning, design, development, coordination, management and evaluation of facilities, capital planning and selected support services (Patient Food Services, Materials Management, Parking, Grounds Maintenance, Retail Food Services). Be project lead for a high-quality effective service that provides a safe environment and contributes to exceptional patient care. Contributing to creating a leading healthcare environment, the General Manager ensures the hospital’s assets including buildings, infrastructure and equipment are kept in a safe and usable condition that allows for their efficient utilization and overall effectiveness and to the highest quality standard. Have ultimate accountability and responsibility to manage the day-to-day operations of a multi-disciplinary team to achieve a high standard of performance. Act as a liaison with the Client on all aspects of the operations. Be responsible for overseeing and ensuring all service contract deliverables are achieved. Collaborate with hospital leadership, department heads, and external partners to ensure alignment and support for facility operations and service delivery. Oversee planning, project management, operations and facilities services. Provide expert advice and proactively report on delivery and performance, utilizing available tools and information while maintaining detailed, accurate and up-to-date records of site infrastructure, plant and equipment including product and technical information. Regularly review the department’s workload to achieve a cost-effective and quality service. Establish necessary policies, procedures, action plans, critical indicators, timetables and performance measures to guarantee high quality services and timely deliverables to the customer. Identify opportunities for continuous improvement in all service streams, implementing best practices and innovative solutions to enhance service delivery. Identify and develop areas of continuous improvement to achieve and better Key Performance Indicators and maintain an overall high level of service delivery. Establish and update the Annual Service Plan and Monthly operational report as required. Develop and manage comprehensive capital planning strategies to prioritize and allocate resources effectively for infrastructure projects, ensuring alignment with the organization’s long-term goals and financial objectives. Develop, monitor and report on expenditure, cost recovery and performance to ensure the most economic use of allocated budgets. Ensure compliance to all legislated, corporate and industry-related requirements and guidelines including but not limited to environmental, health and safety, and building standard requirements. Recruit, manage and evaluate management and supervisory staff within the portfolio. Manage the day-to-day staff requirements including employee development, full cycle recruiting, succession planning, discipline and grievance matters. Qualifications You have a professional engineering designation, master’s degree in business administration or related field, or combination of recognized degree in business, health administration or related field and relevant leadership experience in the health sector. You have a minimum of ten (10) years facilities management experience in a Health Environment at the Manager / Director level. Experience managing in a P3 environment and managing a unionized environment. Experience in managing hard and soft services in a large acute care hospital setting. Experience operating Capital Budgets, financial modeling and contract management. You have up-to-date knowledge of appropriate management and human resources principles & collective agreements. You have knowledge of the Building System, Occupational Health and Safety Act and Regulations and other relevant legislation pertinent to the role. You have knowledge of quality management systems and their importance in the healthcare setting. You have the ability to benchmark key performance indicators for services and costs. Strong planning and performance management skills. You have the ability to communicate and engage with staff to achieve desired outcomes. You are proficient in business computer applications.
