Project Overview The Bloor-Yonge Capacity Improvements Project is a significant undertaking by the Toronto Transit Commission (TTC) to expand and modernize Bloor-Yonge station – Canada’s busiest subway hub. This initiative focuses on meeting both current and future ridership needs by improving the station’s efficiency, capacity, and accessibility. The Kenaidan Murphy Joint Venture (KMJV) is committed to transforming the station to enable faster, more reliable, and more comfortable travel throughout the Greater Toronto Area. The project will deliver upgraded facilities, contributing to a safer, cleaner, and higher‑capacity subway system for passengers. Responsibilities The Procurement Manager will be responsible for overseeing and managing all procurement and purchasing activities for the BYCI Project in alignment with the business objectives of KMJV. This individual will source, negotiate, and procure materials, equipment, and services required for project delivery while ensuring cost‑effectiveness, compliance, and quality standards. To perform this role successfully, the candidate will be responsible for but not limited to the following: Lead procurement planning activities for the BYCI Project, including sourcing strategies and supplier engagement plans. Develop and implement procurement strategies aligned with project timelines and budgets. Identify cost‑saving opportunities and value engineering initiatives. Monitor market trends, pricing, and supply chain risks to inform sourcing decisions. Collaborate with project leadership to forecast procurement needs and resource allocation. Procurement & Contract Management Manage the end‑to‑end procurement process including RFQs, RFPs, tendering, evaluation, and award. Negotiate contracts, pricing, terms, and service agreements with vendors and subcontractors. Ensure compliance with company policies, contractual obligations, and regulatory requirements. Develop and maintain strong relationships with suppliers and subcontractors. Evaluate supplier performance and implement corrective actions where necessary. Operational Management Coordinate with project teams to ensure timely delivery of materials and equipment. Monitor procurement schedules and resolve supply chain issues impacting project timelines. Maintain accurate procurement records, documentation, and reporting. Work closely with finance to manage budgets, cost tracking, and invoice approvals. Support risk management initiatives related to procurement and supply chain disruptions. Ensure adherence to health, safety, and environmental standards in procurement practices. Other duties may be reasonably required to support the objectives of the Company. Education and Experience Degree or Diploma in Supply Chain Management, Business Administration, Engineering, or related field. Professional certification (e.g., SCMP, CPSM, or equivalent) is an asset. Minimum of 7 years of progressive experience in procurement or supply chain roles, with at least 2 years in a management position. Proven experience managing procurement for construction or infrastructure projects. Strong knowledge of sourcing, vendor management, and contract negotiation. Understanding of project management principles and cost control practices. Experience working with cross‑functional teams including project management, finance, and operations. Excellent written and verbal communication skills. Ability to work in a fast‑paced, high‑pressure project environment. Strong organizational and time management skills.
