Through their Peace Officer appointments, CSOs enforce selected provincial statutes, municipal by-laws and/or regulations within the RM of East St. Paul listed in a Peace Officer Appointment under The Police Services Act, CCSM c P150 by Manitoba Justice. Duties and Responsibilities: Preserve and maintain public peace and order Highly visible uniformed general patrol duties within the municipality May be designated for any of the following acts of Manitoba: The Highway Traffic Act The Police Services Act The Transportation Infrastructure Act The Provincial Offences Act The Manitoba By-law Enforcement Act The Municipal Act The Planning Act The Trespass Act The Mental Health Act The Animal Care Act The Child and Family Services Act The Intoxicated Person’s Detention Act The Liquor, Gaming and Cannabis Control The Tax Administration and Miscellaneous Taxes Act, and Limited Criminal Code of Canada Manage and maintain RM of East St. Paul by-law enforcement; Manage municipal requests for service; Report writing of by-law or provincial statute infractions; Provide evidence and testimony in provincial court and/or council meetings for appeals; and manage by-law enforcement, including communicating with residents on by-law infractions and managing by-law issues and Respond to not-in-progress criminal property offenses of Theft Under $5000. (Criminal Code Sec. 334 (b) and Mischief under $5000. (Criminal Code Sec. 430 (1) for the purpose of receiving information, evaluating, and liaising with the local Police of jurisdiction as required Respond to motor vehicle accidents, as required Provide traffic control at motor vehicle accidents, parades, or community events Respond to persons posing a safety threat Arrest and/or detain persons in contravention of Provincial Statutes Prepare court documents and packages. Prepare Notice of Contraventions, Municipal Orders, and processes for serving municipal by-law infractions Take statements from residents and/or witnesses on low-risk criminal code matters if requested by the Police and authorized per the Operating Agreement Regular reporting and duties as mandated by The Police Services Act, and Manitoba Justice Community Safety Officer Program Policy Manual. As an appointed Community Safety Officer/Peace Officer, you will work collectively and patrol the community through shift work on a regular basis for enforcement, prevention, intervention, and education with regular interaction and liaison with RCMP staff. Other projects and duties as required. Knowledge, Skills, and Abilities: High level of good judgement, diplomacy, and confidentiality. Excellent interpersonal and communication skills. Ability to establish and maintain cooperative and constructive relationships with individuals at all levels of the organization, members of council, and representatives of external organizations. Communication, report writing, and presentation skills. Computer skills in Microsoft Office (Word, Excel, PowerPoint, and Outlook). Ability to work well under pressure, complete multiple assignments, and function effectively in a high-volume workplace with tight deadlines. Ability to work independently to complete tasks with high accuracy and within time constraints. Credentials and Experience: Minimum Grade 12 or equivalent Police recruit training or Community Safety Officer training Proven experience dealing with sensitive issues, political acuity, and organizational skills to effectively manage interactions with various internal and external contacts with tact and discretion. Working knowledge of relevant legislation, regulations, and statutes. Minimum Qualifications: Proof of Grade 12 or equivalent qualification. Proof of Police recruit training, Community Safety Officer training and/or equivalent as approved by the Municipality and Manitoba Justice Proof of any other relevant training courses Proof of an unrestricted Manitoba Class 5F Driver’s license – required to obtain a Manitoba Class 4F before completion of training or deployment into the field. Minimum 18 years of age. Be of sound mind and good character. No criminal record. Completion of Criminal Record Check with Vulnerable Sector Query. Completion of a Child and Adult Abuse check query Be free from criminal involvement in the last three (3) years.
