Location: Mill Bay - Squl’ew', Canada Position Summary Naval Engineering Maintenance (NEM) Liaison embedded within the Fleet Engineering Readiness (FER) section of the Royal Canadian Navy. The NEM Liaison is the primary point of contact between relevant coastal organizations for the iterative development of Arctic and Offshore Patrol Vessel (AOPV) and Joint Support Ship (JSS) Fleet Service Schedules. The role prioritizes deficiencies and manages their rectification schedule for all AOPV and JSS In‑Service Support (AJISS) coastal platforms, coordinating among all AJISS stakeholders for allocation, prioritization, disposition, and reporting of deficiencies from notification to close‑out. Reporting to the Coastal Operations Manager, the NEM Liaison tracks and reports on key performance indicator (KPI) metrics related to service delivery. Key Areas of Responsibility Act as the main point of contact for FER, ensuring all deficiencies reported by ship staff are valid and assigned appropriate repair priorities. Coordinate FER priorities and manage workflow between FER and Thales‑related activities. Be available on a rotational, 24/7 on‑call basis (unless formally delegated) to respond to urgent requests from FER, MEPM(NC), and FMF. Resolve day‑to‑day issues arising from FER on all ships. Coordinate high‑priority requests (HPRs) and TRANREQs, facilitating communication to and from the ship. Report the status of operational deficiencies (OPDEF) received from FER. Manage, track, and report on OPDEF rectification plans. Coordinate material state disclosure conferences (MSDCs) Caveat A/B status for Thales‑responsible items. Arrange and facilitate progress meetings with FER as required. Represent Thales in the development of formation and fleet operational schedules (AOPVs and JSSs), ensuring balanced repair and maintenance efforts across the fleet. Schedule and attend regular meetings with AJISS stakeholders to review ship schedules, including short work periods and docking work periods. Communicate all operational requirements and schedule changes from FER to appropriate Thales stakeholders. Track and report metrics used to inform KPIs related to service delivery. Participate in the refinement of KPI definitions as needed. Represent Thales as a member of the AJISS Assignment Team (AAT). Attend regular AAT meetings to confirm work assigned to Thales. Liaise with other AAT members outside of scheduled meetings to facilitate timely decision‑making for urgent defects. Prepare slides and attend the weekly NEM brief on the coast, representing Thales. Attend project meetings and provide ship status updates as required. Participate in recurring financial review meetings internally and with customers. Coordinate with other coastal NEM liaisons to manage the fleet scheduling B2B process for AJISS. Promote a culture of teamwork and collaboration across all levels within the customer organization, leveraging the relational contracting (RC) model and the RC AJISS enterprise charter. Identify and address areas of concern within projects and Thales, driving improvements through liaison with internal and external stakeholders. Update documentation, procedures, and templates for AJISS as requested. Foster a spirit of teamwork and unity within the department, supporting effective collaboration, cohesion, and success. Perform other project duties as assigned and prepare regular reports as required. Participate in the development and implementation of the waterfront safety plan as required. Minimum Qualifications Minimum 3‑year technical program diploma in a marine technical field offered by a recognized technical institute or certified as a technologist by a recognized provincial, state, or federal licensing body, or certified to the QL‑6B level of military technical training. Minimum 5 years of demonstrated technical professional work experience in the marine sector within the last 10 years. Strong interpersonal skills and demonstrated experience interfacing between various internal and external stakeholders. Strong organizational skills and ability to balance multiple priorities. Preferred Qualifications Thorough knowledge of the RCN deficiency reporting methodologies and experience with the evaluation and prioritization of defect repairs. Two years of demonstrated experience within the last five years liaising with coastal authorities (FER) and coastal fleet maintenance facilities (FMFs) for the scheduling and execution of work and trials during docking and short work periods. Experience with the Defense Resource Management Information System (DRMIS). Experience working within a defense environment with active defense force personnel. Strong computer literacy, with proven experience with Microsoft Word, Excel, and PowerPoint. Strong understanding of federal and provincial safety regulations. Special Position Requirements Physical Environment: Office or onboard naval ships alongside in harbor, or at sea; must meet all federal government requirements to access Canadian government facilities, including naval dockyards. Travel: Occasional domestic or international travel required, including access to government facilities and assets, such as naval vessels. Customer Location Based or Site Visits: Required to visit shipyards and naval dockyards during work periods. On‑call service – evenings and weekends may be required. Security & Clearance: Requires direct or indirect access to hardware, software, technology, or technical data controlled under the Canadian Export Control List, ITAR, EAR, Canadian Controlled Goods Program, and Canadian Industrial Security Program. Must obtain and maintain a Security Clearance at the NATO Secret Level. Compensation Target total compensation (TTC) range: $100,000 – $125,000 CAD annual (inclusive of base salary and variable compensation target).
