As part of our continued expansion in Quebec, we are seeking a highly driven and bilingual Talent Acquisition Manager to lead recruitment operations, workforce planning, and client fulfillment activities across the Montreal region. Position Summary The Talent Acquisition Specialist will be responsible for managing full-cycle recruitment operations for multiple client accounts across Quebec while leading talent acquisition strategies, recruitment team coordination, client communication, workforce planning, and hiring fulfillment. This role requires a strong understanding of high-volume staffing environments, recruitment operations, compliance, client relationship management, and bilingual recruitment support (English & French). The ideal candidate must be comfortable working in a fast-paced staffing agency environment with aggressive hiring targets and operational deadlines Key ResponsibilitiesRecruitment & Talent Acquisition Manage full-cycle recruitment for temporary, permanent, and contract staffing requirements Source candidates through Indeed, LinkedIn, referrals, job fairs, databases, and community outreach Conduct phone screenings, interviews, skill assessments, and candidate evaluations Coordinate onboarding, background checks, documentation, and compliance processes Build and maintain active candidate pipelines for warehouse, logistics, industrial, administrative, and skilled roles Ensure timely fulfillment of client staffing requirements and urgent requests Lead proactive recruitment campaigns for volume hiring projects Client & Workforce Management Coordinate directly with client HR and operations teams regarding hiring needs and workforce planning Monitor recruitment KPIs including fulfillment ratio, retention, attendance, and turnaround time Handle escalations related to staffing shortages, attendance issues, and replacement requests Support workforce retention initiatives and employee engagement activities Ensure all hiring activities comply with provincial labour standards and client policies Team Leadership & Operations Lead and support recruiters, coordinators, and sourcing specialists Conduct recruitment performance reviews and daily hiring meetings Track recruiter productivity, calls, submissions, interviews, and placements Prepare recruitment reports and operational hiring updates for management Improve recruitment workflows, ATS usage, and operational efficiencies Support business growth initiatives and new client onboarding Compliance & Reporting Maintain accurate records within ATS/CRM systems Ensure compliance with CNESST, labour standards, and workplace safety requirements Monitor documentation including SIN, permits, IDs, payroll forms, and onboarding packages Generate recruitment dashboards and staffing analytics reports Qualifications Minimum 2–5 years of recruitment or staffing industry experience Minimum 2 years in a leadership or supervisory role preferred Strong experience in high-volume staffing or agency recruitment Bilingual communication skills required (English & French) Experience recruiting for logistics, warehouse, manufacturing, or industrial roles preferred Strong knowledge of recruitment platforms and sourcing strategies Experience using ATS/CRM systems and Microsoft Office Suite Excellent communication, organizational, and problem-solving skills Ability to work under pressure and manage multiple priorities simultaneously Preferred Skills Strong leadership and team management abilities Workforce planning and client servicing experience KPI-driven mindset with strong operational understanding Knowledge of Quebec employment standards and staffing compliance Experience with onboarding and payroll coordination Strong negotiation and relationship-building skills Compensation & Benefits Competitive salary package Performance-based incentives Career growth opportunities Health and dental benefits Professional development support Dynamic and growth-focused work environment Schedule Monday to Friday Flexibility required based on operational demands Occasional after-hours support for urgent staffing requirements Why Join IOS?
