Fire Protection Manager, BWXT's Technical Services Group – CNL Project BWXT’s Technical Services Group (TSG) manages and conducts high‑consequence operations within government‑owned facilities that require uncompromising discipline. We are poised to meet the nation’s defense, energy and environmental demands through an array of management, operational and technical services. This position is assigned to the BWXT‑led Nuclear Laboratories Partners of Canada (NLPC) contract and is accountable to the Program Authority for safe, compliant and efficient operation of the Fire Technical Services and Fire Systems departments to meet the needs of CNL Projects and Commercial Projects. The Fire Protection Manager (FPM) oversees a team of Fire Protection Engineers, Fire Protection Specialists and the Fire Systems Owner, and is a key interface with mission areas, CNL site management, project leads and other compliance programs. The FPM assigns and outlines work, advises on technical problems, demonstrates leadership skills and reviews work for technical accuracy and adequacy. Job Qualifications / Requirements Bachelor’s degree in engineering. 8–10 years of experience in Fire Protection Engineering or related specialization. Licensed by a provincial engineering association. Experience reviewing designs to ensure fire protection safety and compliance to applicable codes and standards. Knowledge of the National Building Code, National Fire Code, NFPA, CSA N‑293, CSA N‑393 and related standards. Provision of technical expertise for improvement of fire protection equipment and systems, and suitability for protection from fire. Ability to plan and organise meetings and large projects. Experience evaluating the adequacy of fire protection system design in accordance with applicable criteria and recommending changes. Provision of advice on fire protection requirements in design and construction of buildings. Effective communication to staff, contractors and customers. Development of fire safety‑related contract requests, budgets and planning for future safety activities. Policy and procedure development. Development and review of fire hazard analyses, assessments and documentation for compliance. Experience managing staff within a unionised environment. Strong understanding of the National Building Code, Canadian Electrical Code, NFPA, CAN/ULC, CSA N‑293, CSA N‑393 and Canadian nuclear regulatory requirements. Respect for CNL processes such as Engineering Change Control and safety requirements unique to a nuclear environment. Ability to maintain proficiency on changes to or installations of new fire systems. Proficiency in the provision, operation and maintenance of fire protection, suppression and alarm systems, and related building systems. Excellent interpersonal and communication skills. Must reside near or be willing to relocate to Chalk River, Ontario. Job Description / Duties Implementation of Programmatic and Regulatory Requirements Act as Alternate Designated Representative of the Licensee and report to external regulators any programmatic events outside of Class I and Class II nuclear facilities. Provide leadership in ensuring timely completion of regulatory commitments and communications to the CNSC and other stakeholders. Ensure program, regulatory and code requirements are identified and implemented for all work. Provision of oversight and maintenance of a qualified staff to fulfil Design Authority for Fire Protection. Prescribe the applicable design process, quality elements and execution of engineering activities supporting work at CNL. Provide technical guidance, review and approval of key engineering documentation issued as the basis for design, procurement, manufacturing, construction, installation, commissioning and maintenance. Ensure that qualified staff are assigned and trained to perform the work and report issues that may impact safety or economy. Carry out Engineering Change Control reviews and approvals for change requests per applicable regulations; provide regular reporting to the Chief Engineer. Provision of Program Support to CNL Projects Serve as the single point of contact for the Fire Protection Program on projects for initial analysis and assignment of project representation to Fire Program staff. Manage Fire Protection Program service intake requests through Service CNL, assign a priority, discuss with program staff and monitor progress. Work with the Integrated Work Control team to review and update Hazard Screening Checklists and ensure qualified staff review IWC requests. Management of Fire Systems Related Activities Manage and verify inspection, testing and maintenance of fire protection equipment and systems in accordance with applicable codes, standards and regulations. Manage system outages, failures and assess improvements to avoid future failures. Ensure unplanned impairments are actioned, a fire screening is in place and the Program authority is informed timely. Management of Fire Systems and Technical Services Staff Ensure availability of qualified, motivated staff to deliver desired objectives. Develop an annual fire technical services and fire systems operations plan and identify budget requirements. Develop annual performance management plans for staff outlining goals, objectives and developmental opportunities. Manage employee performance and disciplinary issues in line with CNL Human Resources policies. All other duties as assigned.
