Contractual position (maternity leave replacement) : mid-July 2026 to August 2027 – exact dates to be confirmed Purpose of the Position Reporting to the Director – Library and Community Events, the incumbent plans, organizes, directs and oversees operations by delivering diverse, high-quality services focused on the needs of the population in terms of public services, public spaces, and library programming, as well as the municipality’s cultural offering that fosters a sense of community and social development. In this context, the incumbent assists the Director in developing strategic orientations and in managing the department’s human, financial, material, and informational resources, in addition to being responsible for the Community Events division. Main Responsibilities Participates in determining the department’s orientations, objectives and priorities, in line with the mission of the Library and the Community Events division, as well as the objectives set by Senior Management; Develops and updates, in collaboration with the Director, policies and procedures to ensure the optimal use of services and resources; Manages the human, financial, material and informational resources of their administrative unit in accordance with applicable rules, standards, regulations and collective agreements; Supervises staff under their responsibility, including professionals, white-collar and blue-collar employees, and oversees workforce planning, ensures ongoing training, and conducts annual performance evaluations; Coordinates the management of the Library and Victoria Hall buildings with the blue-collar team, and communicates and collaborates with other divisions in this regard; Coordinates the Friends of the Library dossier, including assessing volunteer and staffing needs for the implementation of annual book sales, and, when required, conducts interviews to ensure the necessary volunteer resources are in place. Education, Qualifications and Experience Hold a Master’s degree in Library and Information Science; Have a minimum of five (5) years of experience allowing the incumbent to become familiar with the responsibilities of the position such as: managing staff and activities related to the department’s operations and functioning, including the municipal cultural offering, public services, and public spaces in the library and community centre.
